Red Alert bij het organisatie-comité van het WTI (World Tribunal on Iraq) dat vernam dat er plannen bestaan om deze collaborateur te laten spreken op een Plenum met de naam “End The Occupation”.
Het WTI is een zeer breed anti-oorlogs en anti-bezettingsplatform, waartoe o.a. ook het Brussels Tribunal behoort.

Er werd besloten om een brief te schrijven naar de ESF discussion list én om een motie in te dienen om onze bezorgdheid te uiten over deze onwaarschijnlijke situatie. U vindt beide documenten hieronder én een reactie van ATTAC UK.

QUESTIONS ON THE ANTI-OCCUPATION ESF PLENARY?

The European Social Forum played an instrumental role in initiating the proposal to hold the largest global anti-war demonstration ever on February 15, 2003. Yet in a 21 July mail from Jonathan Neale, an activist of February 15 and the UK ESF programme coordinator, it is proposed that the Iraqi lead speaker for the ESF Plenary on "End the occupation of Iraq" should be a supporter of the US-installed Allawi puppet government and supporter of the occupation of Iraq in its current form.

It is alarming indeed for the credibility and honesty of the ESF towards the anti-war movement.

They were both agreed to be invited. It was noted that the September meeting in Brussels before the Preparatory Assembly would look at the political composition of the platform as a priority."

The speaker proposed Al-Mashadini is the Secretary General of one of the Iraqi trade unions, the Iraqi Federation of Trade Unions, which fully support the US installed puppet government and whose leadership is dominated by people from the political parties that were part of the US installed Governing Council and of the discredited US imposed Allawi regime of today.

In an article in the Guardian of August 18 2004 the international chief representative of IFTU openly attacks UK anti-war Labour MPs who are opposing Tony Blairs invitation to Allawi to address the Labour Party conference "The Iraqi Federation of Trade Unions strongly supports the current process to prepare the ground for democratic elections. His presence at Labour's conference is an excellent opportunity for a real dialogue with him.,Abdullah Muhsin, Iraqi Federation of Trade Unions"

The IFTU in its recent statements describe the opposition to the occupation led process in Iraq as that of fascists, terrorists and fundamentalists.

According to an article from UPI of December 12 2003 the IFTU does not want a permanent US presence in Iraq: " But they do not want the premature withdrawal of U.S. and British troops and oppose so-called resistance by remnants of the Saddam regime and foreign fighters. Their members also cooperate in identifying terrorists who want to return Iraq to what many of them see as "fascism."

The very serious question to be considered by the ESF Preparatory Meeting to take place in Brussels is whether the selection of such an Iraqi lead speaker who is allied with the regime installed by the US/UK occupation would be respectful and acceptable for the broad anti-war movement who gave strength and publicity to the ESF and to the great majority of the Iraqi people who are totally opposed to the occupation in whatever form.

"Much as I hate to find myself in agreement with Jonathan Neale about pretty much anything, are you seriously suggesting that an Iraqi national, from a recognised body of civil society in that country, should be refused an invitation to speak simply because he doesn't toe the party line that you and your mates think is proper?
It sounds to me like you and whoever you claim to represent should be thinking about whether the ESF is an appropriate venue for the elitist views of exclusionary extremists like yourselves..."

On the basis of information some part of which is in the attachment.. and more can easily be obtained searching on the internet and talking to Iraqis..

Context: Cooperation with the Allawi government and the so-called drive to build civil society in Iraq is being promoted as the solution to the crisis in Iraq. The path set out by the US and Britain for the transfer of power to Iraqis is thus being legitimized as the only way to a sovereign and democratic Iraq, as they define it..

IFTU has a position within this trend. While attempts by Blair to invite Allawi to LP Conference, by EU hosting him at the European Parliament take place at one level; the European Social Forum inviting IFTU Secretary General Mashadani -to say the least- runs the risk of being a similar and parallel move at another level.

We would propose the following:
1) If this Plenary is intended as a discussion on various approaches to the problem of ending the occupation in Iraq, then other tendencies from Iraq should be invited(3-4).. And a full discussion of the situation from different angles would be possible... And it would be very informative for us all in the anti-war movement and social movements.

2) If this Plenary is intended as an international discussion & forum against occupation in iraq and as a demand to end occupation, Mashadani cannot be the representative of anti-occupation struggle in Iraq. And for that matter, it is not up to us -- to any of us -- to confer that authority to anyone.. Then, we should not have anyone from Iraq in this Plenary.. Or it should be a less controversial name that everyone would agree on.. And certainly one that has no connection with the occupation-led process. And there ARE many respectable voices from among these that everyone could agree on.

We invite us to re-think what we mean by "another world is possible".. And what this would amount to if a person we invite to speak on a main plenary against occupation, is the representative of a trend that claims to be working against the occupation by taking part in its political processes. And moreover, if we put him in the position of representing the people of Iraq. What then would be the difference between the ESF and the European Parliament? We do not have to choose between the two "evils", nor do the people of Iraq.. We should at least free ourselves of the arrogance of trying to prescribe and impose OUR solutions as the viable ones for THEM. We should be there to HELP not to PREACH.

OUR Platforms should be spaces for those SILENCED voices that the establishment blocks from being heard, not the privileged ones that are readily given the floor in Iraq and elsewhere.. Especially in a situation like this one.. a country under occupation, suffering from chaos provoked by that occupation..

We advise vigilance in front of establishment attempts to legitimize the current process of "transfer of power" and to in fact normalize "transfer" under occupation... This is their attempt to save their faces and at the same time to do this by gaining a lot in the process.. politically, economically and militarily.. let us not forget that their gain IS loss for Iraqi people and for us all over the world.. Let us make sure we do not play into their hands.

Een reactie vanuit Irak op de komst van deze collabo laat niets aan duidelijkheid te wensen over:

“I think it is good to have a collective protest. The Iftu is not only supporting Allawi but they are an instrument of repression. Workers can not have a job without their recommendation. And to have this recommendation they should not be with the resistance.

If there are arabs participating in the plenary they will support your protest because all know the shameful collaboration of the ICP with the occupation.
We should have a counter proposition. For this I propose one of five influential names who do not support the Allawi Government, and working really for the end of the occupation”

Wordt ongetwijfeld vervolgd. Indien U het ook ongepast vindt om iemand van het Vichi-regime van Allawi te laten spreken op het ESF, gelieve dan een mail te sturen naar info@worldtribunal.org. Dat mag in het Nederlands, Engels, Frans of een andere taal die U verkiest.

Beste Dirk,

We hebben net vier dagen van ESF-voorbereiding achter de rug. Dat is steeds weer een enorme oefening in overleg en besluitvorming. Tijdens het afgelopen weekend hebben we bijvoorbeeld met enkele honderden vertegenwoordigers van zeer uiteenlopende bewegingen uit gans Europa het hoofd gebogen over de zowat 2000 voorstellen voor seminars voor het komende ESF. Onder de aanwezige organisaties een brede waaier gaande van de grote syndicale organisaties, over de belangrijke Europese NGO's tot revolutionair links. Uieindelijk zijn we erin geslaagd om via consensus een boeiend programma op te stellen van zo'n 120 seminars over zeer uiteenlopende thema's. Daarnaast zullen er honderden workshops te volgen zijn tijdens die andersglobalistische meeting in Londen en ook enkele tientallen grote meetings.

Het is steeds opnieuw leuk om te zien hoe tijdens zulke voorbereidingsvergaderingen iedereen op gelijke voet behandeld wordt en iedereen evenveel mogelijkheden heeft om sprekers en activiteiten voor te stellen. Eerst luister je naar een tussenkomst van een vertegenwoordiger van de Franse CGT en vervolgens komt een Turkse militant van 'Revolutionairy Proletariat' aan het woord. Het kan allemaal tijdens een ESF-bijeenkomst.

Vandaar is het ook een klein beetje vreemd om te stellen dat het 'ESF' een spreker wil programmeren die gelinkt is aan het Alawi-regime. Net zoals het bijvoorbeeld ook een beetje vreemd is dat sommige mensen vinden dat 'het ESF' te gematigd of reformistisch of whatever is. Het ESF is even pluriform als haar componenten. Het is niet reformistisch en het is niet revolutionair (het heeft namelijk geen politieke strategie, enkel haar componenten hebben dat). Het brengt bewegingen, organisaties en individuele militanten van de andersglobaliseringsbewegingen om samen te discussiëren waar het naartoe moet met de beweging. Er worden daar heel wat actieafspraken en politieke afspraken gemaakt maar 'het ESF' op zich is slechts de ruimte of de plek die dat mogelijk maakt.

Nooit zal er een actie plaatsvinden in naam van het ESF of door het ESF. Nooit kan er iemand spreken in naam van het ESF. Wel is in het verleden gebleken dat dergelijke internationale overlegdagen hun nut hebben. Zo namen een heleboel organisaties in het kader van het ESF het initiatief om op de bewuste 15de februari overal anti-oorlogsdagen te organiseren. Die oproep werd overgenomen door een boel organisaties die elkaar achteraf troffen tijdens het WSF. Een eesrte mondiale anti-oorlogsactiedag werd daardoor mogelijk. Allicht waren er ook een aantal organisaties die niet gewonnen waren voor zo'n actiedag. Wel, die zullen dan ook niet mee hebben gedaan. Het ESF zelf doet niets, maar brengt enkel groepen samen in de hoop dat daar iets zal uitkomen.

Terzake nu. Het World Tribunal on Irak heeft een probleem met de aanwezigheid in het voorstel voor plenary-speakers van de algemeen secretaris van de Iraakse vakbond IFTU. Ik heb gezien dat je zelf aanwezig was zaterdag om deze klacht toe te lichten. Door het vele werk werd het punt rond de sprekers van de plenaire meetings echter uitgesteld tot zondagochtend.

Zoals je me telefonisch vroeg, heb ik deze klacht mondeling overgemaakt aan de plenaire vergadering van deze voorbereidingsmeeting (in aanwezigheid van zo'n 250 personen). Er werd geconcludeerd dat de programmawerkgroep de klacht verder zal behandelen.

De Iraakse spreker in kwestie werd voorgesteld door de TUC (Trade-unions Congres) de Engelse vakbondskoepel die 90 procent van de Engelse vakbonden vertegenwoordigt. Nadat ik jullie opmerkingen communiceerde, lichtte een vertegenwoordiger van TUC (meer bepaald een vakbondsdelegee uit de spoorwegvakbond) hun keuze toe. Hij stelde dat IFTU voor de oorlog zich steeds klaar en duidelijk tegen de oorlog en een mogelijke bezetting had uitgesproken. Tegelijk zou volgens hem de bewuste vakbond inmiddels gewonnen zijn voor zo snel mogelijke democratische verkiezingen en een terugtrekking van de US-troepen. Daarom zou nog steeds volgens hem de vakbond contacten met de regering Alawi niet uit de weg gaan. Ook legde de man er de nadruk op dat de belangen van 'de islamisten' en de vakbondsbelangen in Irak niet gelijklopen.

Tegelijkertijd, beste Dirk, waren er ook heel wat aanwezigen die wel oren hadden naar jullie argumenten. De mensen van Globalise Resistance, die een erg belangrijke rol spelen in de organisatie van dit ESF, waren bijvoorbeeld erg geïnteresseerd om wat méér info te krijgen over de zaak.

Jullie kunnen dus nog steeds medestanders zoeken en proberen te wegen op de besluitvorming binnen de verschillende werkgroepen van het ESF. Het enige wat we absoluut moeten onthouden is dat het ESF in de eerste plaats een open ontmoetings- en debatplaats is waar uiteenlopende standpunten kunnen geuit worden en waarbinnen gelijkgezinden worden aangepord om samen initiatieven te nemen. Met andere woorden: zelfs als deze spreker het woord krijgt is het één stem binnen het ESF en kunnen andere stemmen kijken hoe ze hierop reageren.

David, met zo'n argumentatie kunnen jullie Condoleeza Rice uitnodigen op het ESF.

Het was mijn argumentatie niet hé maar die van de TUC. Persoonlijk ken ik de zaak niet genoeg om er echt over te oordelen. Maar ik wil mijn mening wel geven: als het klopt dat deze vakbond opgezet werd door figuren uit de kringen van de huidige regering Alawi zijn er twee problemen. Ten eerste gaat het dan niet om een echte onafhankelijke vakbond maar een nepsyndicaat. En ten tweede is er dan natuurlijk een joekel van een politiek probleem en vind ik dus niet dat sprekers van zo'n club thuishoren op het ESF (zeker niet in een seminarie met als titel 'End the occupation). Maar ik zou er graag nog een beetje méér info over hebben, gezien de bewuste vertegenwooordiger van TUC tijdens onze ESF-vergadering ook een voortrekker is van de anti-oorlogsbeweging in Engeland. Laat hij zich zo in de luren leggen?

On the subject of the 2004 Labour Party Conference in Brighton, they may not have invited Allawi, but they certainly have invited all the corporations!
