IAEA CHIEF NOT TO VISIT DIMONA'S NUCLEAR SITE

JERUSALEM, July 5 (Xinhuanet) -- The chief of the International Atomic Energy Agency -(IAEA)- Mohamed ElBaradei, will not be allowed to visit the Dimona nuclear facility during his short visit to Israel although he may want to see the place, the Ha'aretz daily said Monday.

Elbaradei, however, is clearly not allowed to visit the nuclear facility during his less-than-48-hour visit, the newspaper said.   

ElBaradei's schedule includes meetings with Prime Minister Ariel Sharon, Foreign Minister Silvan Shalom and the director general of the Israel Atomic Energy Commission, Gideon Frank.

He will also meet with Health Minister Dan Naveh to discuss Israel's research applications vis-a-vis nuclear medicine, the report said. ElBaradei will also be taken to see the country's "narrow waist" - the pre-1967 border - between Tul Karm and Netanya.   

The Israeli government, almost regardless of party affiliation, asserted before that Israel would discuss its nuclear capabilities once the Arab countries were stripped of their chemical and biological weapons and Iran was prevented from obtaining nuclear weapons.   

The Arab countries and Iran, on the other hand, demanded discussion of Israel'snuclear disarmament before any other steps are taken.   

-The newspaper said, the IAEA chief knows he will certainly not bring about any change in Israel's policy of ambiguity, which he told Ha'aretz six months ago that he understands completely.

Israel welcomes ElBaradei's visit and will listen closely to him "within existing and well-known policy parameters," the IAEC Web site said. (Which is 'Diplo-Lingo' for: "Whatever..." -HR)

BBC: ISRAEL SHOWS NUCLEAR PLANT IMAGES

Israel is thought to have about 200 nuclear warheads at Dimona Israeli authorities have published pictures of Israel's nuclear plant in the Negev desert for the first time.

The images appear on a new web site for the Israeli Atomic Energy Commission.

The move came a day before the head of the UN's nuclear watchdog was due in Israel for talks on making the Middle East a nuclear weapons-free zone.

Israel has never admitted possessing nuclear weapons, but analysts believe it has around 200 warheads at the plant in the town of Dimona.

PRESSURE

The pictures reveal little about the site, which has been at the centre of controversy about Israel's nuclear programme.

They are taken at a distance from the building, which is obscured in the photographs by trees and flowers.

Nor does the web site provide any new insight into the programme, saying merely that research at the plant aims to expand knowledge of nuclear science and provide an infrastructure for the use of atomic energy.

Israel has come under pressure to open its nuclear facilities to international inspection.

Israel has NEVER signed the Nuclear Non-proliferation Treaty, designed to prevent the global spread of nuclear weapons.
