Toen DeMello(V.N.) werd omgebracht in Irak bij de aanslag tegen de V.N.-gebouwen, had hij
net bezoek van iemand van de Council on Foreign Affairs, die ook omkwam, een zekere Arthur Helton:

Volgens mij is dit simpelweg een uitgifte van een Belgische obligatielening. Dit is de manier waarop staten, en/of grote bedrijven zich op de internationale geldmarkt financieren.
