Appel Conjoint Medecins du Monde, Union of Palestinian Medical Relief Committees et Physicians for Human Rights-Israel

Les associations Medecins du Monde (MdM), Medecins pour les droits de l'homme-Israel (PHR-Israel) et l'Union des comites palestiniens d'assistance medicale (UPMRC) joignent leur voix pour denoncer le grand nombre d'atteintes aux droits de l'homme et de aux principes humanitaires commis par l'armee israelienne a Naplouse. Ces atteintes ont été commises dans le contexte global d'operations militaires massives menees depuis plus d'une semaine par l'armee israelienne. Parmis de tres nombreuses violations du droit humanitaire international, nous avons notament constate :

Dans la nuit du 25 Aout, les forces militaires israeliennes ont investi le service des urgences de l'hopital de Rafidia afin de proceder a l'arrestation de patients gravement blesses, hospitalises en unite de soins intensif. La brutalite employee par les soldats, mit serieusement en danger la vie de ces deux personnes.

Le 25 Aout, a l'est et a l'ouest de la ville, deux cliniques de l'UPMRC et des comites de sante ont ete envahies par l'armee. Le 26, les soldats israeliens penetrerent de force dans le dispensaire (municipal / MdM) de Naplouse, occuperent les installations medicales, fouillerent dans les dossiers medicaux et detruisirent les locaux. L'occupation des installations medicales dura plus d'une journee, interdisant aux populations avoisinantes l'acces aux soins medicaux les plus elementaires. Le personnel medical s'est vu refuse plusieurs fois le droit a acceder au dispensaire ainsi que celui de prodiguer une assistance medicale.

Le 28 Aout, MdM fut temoin du refus des soldats israeliens de laisser l'equipe d'urgence de l'UPMRC prodiguer les premiers secours aux civils detenus par les soldats dans un batiment. Au meme moment, a Balata, l'equipe de l'UPMRC venue apporter assistance a la population se voyait interdire l'entree du camp. De plus, les soldats confiquerent et detruisirent leurs cartes d'identite.

Face a ces atteintes repetees au conventions humanitaires internationales, MdM, PHR-Israel et l'UPMRC demandent aux autorites israeliennes d'arreter d'enfreindre les principes humanitaires de base, et de respecter le droit fondamental de chacun d'avoir acces aux services de sante et le droit des personnels medicaux de se deplacer librement.

Joint Appeal Medecins du Monde, Union of Palestinian Medical Relief Committees and Physicians for Human Rights-Israel 28 August 03

Medecins du Monde (MdM), Physicians for Human Rights-Israel (PHR-Israel) and the Union of Palestinian Medical Relief Committees (UPMRC) are joining their voice to announce a series of violations of basic humanitarian laws and principles committed by the Israeli Army in Nablus. These violations are taking place in the overall context of massive military operations led by the Israeli army for more than a week. Among widespread violations of the international humanitarian law, we have noted the following :

In the night of 25 to 26 August, Israeli military forces entered the emergency services of Rafidia hospital to arrest two seriously wounded patients, admitted in intensive care unit. The violent methods employed by the soldiers put the life of the two persons into real danger.

On August 25, two clinics belonging to the UPMRC and Health Work Committees, in the east and in the south of the city, were invaded by the army On August 26, Israeli soldiers forced their way into the MDM / Nablus municipality dispensary, occupied the medical facility, searched the medical files and damaged the premises. The occupation of this medical facility lasted more than one day and prevented the surrounding population to access basic health cares. The medical personnel have been several times denied in the right to access the dispensary and to provide medical assistance.

On 28 August, MDM witnessed denial by the Israeli soldiers to let UPMRC emergency team provide first aid to civilians retained by the soldiers in a building. Meanwhile, UPMRC staff trying to provide assistance to the Balata Camp population was prevented to enter. In addition, the soldiers confiscated and destroyed their ID cards.

In reaction to these persistent and repeated breaches of international humanitarian conventions, MDM, PHR-Israel and UPRMRC are demanding the Israeli authorities to stop violating basic humanitarian principles and to respect the fundamental rights for every patients to access health services and for medical personnel to move freely at any time.
