Een verplichting om te betalen kreeg Voices in the Wilderniss op 29 juli. De boete was al eerder gegeven. Er moet nu binnen twintig dagen betaald worden. Dat is de organisatie uiteraard niet van plan. De sancties tegen Irak gingen ten koste van de gezondheid en welzijn van de mensen in Irak en hebben tegelijkertijd Saddam's regime ondersteund.

"Consistent with our previous positions we do not intend to pay any fines. We do not believe that we have acted criminally by bringing desperately needed relief to the Iraqi people", schrijft Voices of the Wilderniss. "As we develop our response to this most recent summons we see an unusual opportunity to further educate people about the criminality of US imposed economic sanctions, the recent "Shock and Awe Campaign," and US occupation."

"This action seeks judicial enforcement of a civil penalty of $20,000 assessed by the United States Department of-Treasury, Office of Foreign Assets Control ("OFAC") for violations of the Iraqi Sanction Regulations (codified at 31 C.F.R. Part 575) issued pursuant to the International Emergency Economic Powers Act, 50 D.S.C. § 1701, et seq. ("IEEPA" or "Act"), Iraq Sanctions Act of 1990, P.L. 101-513, 104 Stat. 2049 (1990), and Executive Order Nos. 12722 and 12724."
