Such a program would not only undermine the Comprehensive Test Ban Treaty (CTBT) and U.S. compliance with Article Six of the Nuclear Non-Proliferation Treaty (NPT), but also break down the firewall between conventional and nuclear war. These "mini-nukes" and "bunker-busters" are neither small nor safe; they represent a grave new threat to world security and set a dangerous precedent for the use of Weapons of Mass Destruction.
This Administration conference is ironically timed to coincide with the 58th anniversary of the devastation wrought by atomic bombs by the United States against the people of Hiroshima and Nagasaki, Japan during World War II.
The United States is the only nation to use nuclear weaponry on a population in a time of war - incinerating 150,000 and causing massive radioactive side effects long after. The decision to extend our nuclear arsenal in this frightening new direction is an alarming departure from the ideals that have guided this nationĂ½s military policies for the past half-century.
