What is "International SOS: SpeakOut at STRATCOM - No New Weapons of Mass Destruction"?

"SOS" is the international distress signal.

"SpeakOut at STRATCOM" is what everyone can do to answer this call.

And "No New Weapons of Mass Destruction!" is the demand of this "counter-conference" to the Bush administration's meeting at STRATCOM during the same week. The Bush Administration is planning the proliferation of new nuclear weapons.

SpeakOut at STRATCOM is a three-day, international event full of activities, including educational workshops, a commemoration of the bombings of Hiroshima and Nagasaki with guests from Hiroshima who survived the atomic blasts 58 years ago this August; a rally with internationally-known speakers; a peace concert; and a march and vigil at STRATCOM. These events will inform citizens about the Bush administration's intentions, which are contrary to the goals of the Comprehensive Test Ban Treaty and in violation of Article VI of the Nuclear Non-Proliferation Treaty. back to top

Why Omaha?

Omaha/Bellevue is literally at the very heart of the issue. Located in the center of the United States, Bellevue, Nebraska (just 10 minutes south of Omaha) is home to STRATCOM, which is where senior officials of the Bush administration are planning to come in August to discuss building and funding an expensive new class of nuclear weapons.

STRATCOM's strategic importance nationally and globally was demonstrated when George Bush and other members of his administration arrived here on September 11, 2001, in the immediate wake of the terrorist attacks. back to top

What IS STRATCOM?

STRATCOM is arguably the most powerful and important military installation in the world. It is the United States military's command-and-control center for nuclear capabilities, which now include land, air, sea and even space-based weapons systems. STRATCOM is located at Offutt Air Force Base in Bellevue, Nebraska, just 10 minutes south of Omaha. back to top

Why August 1-3?

Dick Cheney and other key members of the current administration are planning on meeting at STRATCOM the week of August 4th to discuss a proposal for the production of a new generation of nuclear weapons, including "low yield earth penetrating" nuclear weapons (EPW). This according to a Pentagon document obtained by the Los Alamos Study Group and recently confirmed by the National Security Administration.

Such a program would not only undermine the Comprehensive Test Ban Treaty (CTBT) and U.S. compliance with Article Six of the Nuclear Non-Proliferation Treaty (NPT), but also break down the firewall between conventional and nuclear war. These "mini-nukes" and "bunker-busters" are neither small nor safe; they represent a grave new threat to world security and set a dangerous precedent for the use of Weapons of Mass Destruction.

This Administration conference is ironically timed to coincide with the 58th anniversary of the devastation wrought by atomic bombs by the United States against the people of Hiroshima and Nagasaki, Japan during World War II.

The United States is the only nation to use nuclear weaponry on a population in a time of war - incinerating 150,000 and causing massive radioactive side effects long after. The decision to extend our nuclear arsenal in this frightening new direction is an alarming departure from the ideals that have guided this nationýs military policies for the past half-century.

Our three-day counter-conference will commence on Friday, August 1, with a ceremony lead by survivors of the Hiroshima bombing who will be in attendance. We will remember the past as we help ensure a safer future. back to top
