Urgent. Please read this statement carefully. Please send your signature to lieven.decauter@asro.kuleuven.ac.be. The statement and its signatories will be published tomorrow, Wednesday 19 March 2003.
1. We propose to set up a tribunal against the PNAC, the ‘Project for the
New American Century', and its ramifications and machinations, to
investigate the real reasons behind this war. Our example is the Russell
Tribunal (1966-1967), set up to investigate war crimes during the Vietnam
War, and we ask philosophers and other intellectuals with the same moral
authority as Bertrand Rusell to preside this tribunal. We call upon Jacques
Derrida, Jürgen Habermas, Noam Chomsky and Edward Said, among others.
2. We propose to take legal action against ‘The Project for the New American
Century', more specifically the authors of the (in)famous report ‘Rebuilding
America's Defenses', published by the PNAC in September 2000: Thomas
Donnelly, Donald Kagan, Gary Schmitt, and against Paul Wolfowitz as
contributor and master mind behind it. We propose that specialised NGO's,
like 'Lawyers without frontiers', lay down a complaint against the authors
and their organisation for "openly preaching and planning crimes against
humanity". This complaint could be lodged at The High Court for Human
Rights in Geneva.
3. We propose a (pre-emptive) complaint should be lodged by the NGO's
(starting with Lawyers without frontiers and Amnesty International) at the
International Tribunal in The Hague against M. George W. Bush, M. Tony Blair
and M. José Maria Aznar for planning an "aggressive war" in severe violation
of International Law. As much as Iraq had no right to invade Kuwait in 1990,
the USA or any other state has no right to invade Iraq without mandate by
the Security Council.
4. We implore all religious leaders in the world to call for a planetary day
of prayer and silence as soon as the war is started against the will of the
people of planet earth. This call should be backed up by all the NGO's and
all the trade-unions.
5. We ask that M. Koffi Annan, Secretary-General of the United Nations, the
highest international authority, makes an urgent, globally televised, solemn
call upon the leaders of the world to show restraint and respect all
international agreements.
