[Nepal] Base area and it's responsibilities in the present situation

BASE AREA AND ITS RESPONSIBILITIES IN THE PRESENT SITUATION

Now, Nepalese People's War and the question of liberation of Nepalese people have become international agenda. Necessity and possibilities appears that the Nepalese PW has to further specify the responsibility, necessity and capacity to play with international contradiction. Through this correct application of MLM and Prachanda Path, not only the necessity of new solution and development, have opened on the eve of 21st century, but also the curtain of the great possibilities are opening in the nearer horizons. Any historical momentum that rarely appears in the history appears in sharp motion together at a time. The main reason of the appearance of such momentum at this time is the rapid motion on the development of PW and its grandness in itself. The retrogressive force at this time is crying and kicking in a situation completely isolated, stupid and unconscious. While viewed through national situation, the gate of the possibility is at the step of
opening and while viewed through international situation, there are relatively favourable situation to unite. At this very moment what should be the responsibility of Base area? It will be relevant to discuss on this point. The base area that was build up mainly; after the forth planning standing at the stage of strategic defensive is now accelerating targeting the possibility of general all out armed insurrection, and advancing at the stages of strategic equilibrium. It is developing from the latest point of Marxism-Leninism-Maoism. At the last step of the MLM, Prachanda Path has specified and crystallised that question of base area in the Protracted PW is strategic and inseparable conception. In our reference, it is fundamental and progressive. It is not in one point. It is in different points. It is in the fusion of Protracted PW and Armed Insurrection, in the dialectical relation between the central political manoeuvre by the central front and local people's political power, in the political agitation and military actions it is developing. At the last situation if the responsibilities of the base areas are not understood at the new situation while it is necessity practically to develop the strategy of insurrection to raise the strategy of PW and the formation of army at the new height, while it is a necessity to manoeuvre the central political power time and again at the stage of equilibrium, there will remain possibilities to fall in conservatisms in one hand and remains possibilities having pay no attention to the other side. In the present situation the
following can be the strong responsibilities-

1. In order to transform the base areas into the central point of ideology and forwarding consciousness it is necessary to raise the density of ideological and political work to several degrees. The main area has necessarily to understand that the forward going consciousness develops on the basis of forward going areas and forward going consciousness forges up forward going steps. Prachanda Path has developed from the furnace of vicious ideological struggle or through the Great War of two-line struggle. The further development and its protection of Prachanda Path can be materialised through this ideological struggle that we must understand not only in the theory but also in practice. If we fail to understand that different kinds of opportunism can play in the name of Prachanda Path just as different kinds of revisionism played in the name
of MLM, we will be unable to safeguard it. It is necessary to bring revolution in understanding with the international proletarian responsibility, with the spirit of Cultural Revolution and through the process of continuous revolution raising ideological political level and that should go through massive discussion, study, investigation and interaction. The centre of the movement must understand that it is necessary to understand Prachanda Path in life and practice and it is necessary to enrich it through life and practice. In the present context we must understand the danger of right wing capitulationism and intensify struggle against it. Along with this dangerous signs can be peered inside the base areas that due to the level of consciousness and physical and social base it may change to dogma and conservatism.
Without grasping the necessity and responsibility to developing sharpness and creativeness against it, to transform the base area to a new model of 21st century is difficult. In the present context, while yesterday were in the furnace of class struggle and have been bearing unexpected losses under the enemy's assault with encircle and destroy policy today and while there is a heavy pressure of demand on construction and management, if the ideology is not sharpened there is a danger of development of counter-revolutionary exhaustion. The clue of exhaustion motionless and sleepy of some of the villages, which played a vital role in the class struggle in the past, is mainly centred on it. It is very important to intensify the density of ideology as per the density of practice and apply the ideology as per its nascent-ness to practice. Those who face new practice, do not understand new development and new complexities the things in new height, he cannot deserve them. Consequently counter-revolution enhances. There fore: by carrying out a broad, all aspect and open interaction at the area where different political parties exist, where there are no other forces carrying out broad collective interaction continuously discussion on current issues, discussion to the people by the leadership with certain plan suggestion from the people and self-criticism in front of the people and listen criticism, mass rectification programmes, on several subjects related to fundamental, tendentious or problematic and operational subjects leading school from cadres to the masses among the different section organization and departments; study, writing, publication and propaganda and by intensifying these we can establish and perpetual to the centre of movement to the centre of ideology, and we can destroy the dogmatism and empiricism. These are
the main responsibility within the base area.

2. Persisting class struggle and democratisation of the political power by putting politics in command is another important task into the base areas. Our war is class war and our politics is class politics. In the history, not only the revisionist, but also the revolutionaries with in the
movement have been forgetting the class struggle. Consequently, from the very points, the seeds of counter-revolution have sprouted. Class difference is eliminated, no class struggle exist, lets adhere to internal construction; the movement these slogans raised, the capitalism has got room enough to strengthen its power and within few moments counter revolution has appeared. Even in the situation this counter-revolution had raised, on the basis of class struggle, putting politics in command and correct world out look, the Great Culture Revolution in China has been able to thwart it for a decade. Even though counter-revolution won again. Today too, we afraid with a doubt if some people say in many places we have fought a lot, which emerged as the law of the class struggle, now the time is to rest, and how much will we fight through out whole life? And there is danger persisting yet if we forget class struggle. The enemy inters into the base area within central plans, rest of the time it remains silent. From this the danger remains to loose militancy and budding self-protectionism. The objective reality is that the form of class struggle is changed. Under the leadership of the people's power, we must persist on destroying completely the physical and mental remnants of reactionary power, which keep on class struggle. Intensifying class struggle with the aim of transformation the state struggle organization and culture, creating a massive mass movement and transform them to military action and resistance has great importance. In the areas where our state power is running the agents of the old state are hidden. In the democratic power the existence of certain classes remains physically. There fore it is very urgent to keep on thinking the continuous class, class difference from of class struggle sharpness and its process in continuity. Raising the final class, transform the elite class through the process of class struggle taking actions against spies, intelligence, goons and murderous of the old state, transform the so-called VIPs and intellectuals and taking actions against selected
reactionaries and by doing so, it is necessary to intensify the task de-linking the net of the old power. Identifying the contradictions through class analysis and carry out class struggle, we should always remember what chairman comrade Prachanda said- "MLM has provided us a
scientific key to understand the cobweb of contradiction and by solving there one by one to lead the society to the progress. It has taught us a method to make class analysis, differentiate friends, unite friends against enemy by solving the contradictions between friends, differentiate
the principal contradiction between enemy and friends, and not only that handle the contradictions among enemies consciously, give one blow one side at a time, if possible make other enemy temporary friend, if not possible keep them isolated. Along with this, the contradictions
among the people should be solved friendly with broad discussion and aiming at to educate the broad masses and make them conscious; this responsibility has further more increased in the base areas.

We must carry out all our works putting within political command. Our works on political power, works on production, works on struggle and in all works, we must put politics in command. Having forgotten political question, purely working and carry out development are related
to revisionism. Our political power must be democratised this time. We must go ahead with the policy of the centralised command and democratic method, we must pay attention on safeguarding the existence of different forces and personalities in our political power except murderous, retrogressive, the agents of imperialism, spies and the like the die-hart enemy of the people. We must organize the suggestions, comments roles of all the people except of those who are in debt of blood and have to pay immediately. We must proceed with a policy of transforming all the people step by step, in several stages are politicising the people. We must avoid the policy to expect the people transformed to Maoist at a time, and impose Maoist despotism. Different classes, mass organizations and people must be mobilized under the conscious leadership being active and enthusiastic with their psychology and identity. Such an atmosphere should not be created where
People feel they are cornered or they are imposed the bureaucracy. We must not let loose the anarchy in the pretext of democracy, watch over the wrong doing having tailed, and create unnecessary force and pressure in the name of centralization.

3- Strengthening the regular force of the People's Liberation Army and stressing on militarising the broad masses emphasising on fulfilling manpower and make them offensive are the tasks that must be accentuated within the base areas. We must speed up the formation of the people's army by formally grasping the Maoist recognition that "people have nothing if they have no people's army". Theory of Lenin and Mao succeeded to make revolution but failed to stop counter-revolution, the People's Liberation Army got historical responsibility both to accomplish revolution and prevent counter-revolution. In order to accomplish this responsibility the army should be armed with new
consciousness and broad masses should be militarised, we must advance with the policy that organising a strong regular army standing on organized people, militaries masses and armed people and linking this to politics and production work, and linking it to the masses. For this, it is necessary to make broad mass mobilization. We must stress on mobilizing the masses on the policy of "each person one army", discussion on it, organizing interaction, and making the masses conscious on the question of the necessity of war and the importance of the formation of army. We must develop pressure on it from all organizations, Party, mass organizations and departments. All Party members, all members of the people's power, all members of the mass organization and development all members of the production organization must be militarised. Only by this way there can be militarised Party and militarised people. And by this way a politicised army can be build up. Party and the People's power should arrange training for all organization and people. Anytime, the reactionary state can attack and the state and the organization must have necessary preparation of offence and defence by keeping in mind the possibility of direct facing against imperialism any time. It is necessary to think on broad mass mobilization of main military action, organizing mass actions and people's participation, strike, general strike (close down) mobilization of broad masses in team arrangement in mass actions, participation and centralization in
different struggles in the cities, the participation of people with special training in volunteers and recruitment etc. By continuing offensive actions on the possibilities that enemies offensive- sentry, search, survey, INT mobilization, ambush etc, enemy can be attacked. Our defence
can be ensured only by attacking against enemy and if possible by destroying or stopping it, if not possible by exhausting and tiring it, spending its strength, following with instrument using that what ever we have and through this exercise we can militarise people too. Any way, now we must transform the basic force to the real force true to the explanation. From many places people have not come to the army, we need to stress there. We must forge a plan to recruit all in army or involve them into military activities by fighting against self protectionist thinking that prevents to go to the army work. Similarly different kinds of programmes such as interaction with the people's army, discussion, welcome, farewell, love and affection, sympathy and thanking should be organized establishment of political life of the injured comrades, protection and help, looking after the martyr family and politicising them, producing the fulfilment instrument for army, looking after their
family and transform them, love marriage, recreation and give tem correct solution on their necessity and wishes and that will help in militarising in which the solution should be provided by forging a conscious plan by the party, political power and the organisation, from within the base areas.

4- without having strengthened organisations in the base areas, neither can they understand new situation and forward going consciousness nor they can provide solution of new practice or face new challenges. It is necessary to follow practically the directives by comrade Prachanda
that the "new ideology always demand new organisation". In one hand we are raising our fists for the destruction of the old state, and in he other, we have been extending our laws in order to build up a new model home of the proletariat class, or the organisations must be the means
of destruction as well as of construction. The ideological rectification and correctness should be extended to the organisational rectification and correctness. Organisation should be developed as per the synthesis of Prachanda path. A policy of "one person one active member"
should be applied within the base areas. People here of all ages, all community and all classes must be united. It should be like that being out of organisation is like immoral work. Like this, the organisation must be quantitatively broad and in quality, organisation must be strong.
Massive line struggle or inner struggle should be carried out against just maintaining organisation but not working, and being involve in organisation but in spite of putting the organisation at the centre emphasising on the personal interest being selfish and self centred. In the base
areas, if all are organised but are not rectified and activated it becomes as obsolete as swelled leg. All organisations should really make planning work, play a forward-going role, for this everybody should grasp the essence of what comrade Prachanda said "lit fire on our own head". While you lit ire on your own head, it should not be done on the helmet protection, it should be done being open, and above board, and honesty. Those who can be tuff to himself cam fight with bravery against all kind of wrong tendencies and a strong organisation should be like this. Along with this we must pay attention in correctly grasping the relation among inter relation and mobilisation of three means of
revolution and strengthened and develop public relation, be server of the people, correctly democratic centralism, heartily following the discipline, secrecy, and methods extend the daily organisational mobilisation to the public labour, extend the organisation to the basic class
but organising all transform them: these are the works that must be carried out in the base areas.

5- As a vicious struggle took place while building base areas, and today as a political consciousness has raised one level, to develop the cultural level to the same height has been one of the important work in the base areas. In a one hand bragging out about absolute cultural transformation isolated from class struggle and war is utopia and in the other hand there are negligence and reformist dangerous of not transforming culturally according to the new political consciousness of class struggle. And what other danger is that there is a tendency that once to create communist culture forcefully without having broad discussion, interaction and rectification under the relativity of class
struggle. But main danger is the exhaustion, delay and dishonesty in cultural transformation. The bureaucratic culture isolated from the people, the culture that does not see even giant problem on himself, the self protectionist culture, financial anarchy and household or personal work,
property and that culture that centres to his own respect as well as contains conservatism, blind believing all along with these we have to fight against traditional culture. We have to fight mercilessly against the wrong culture that arises within party such as dishonesty, corruptions and
unconscious. But against conservatism, traditionalism, idealist rituals, untouchablity and against wearisome a push should be given through a broad discussion interaction, debate as well as study. We cannot success if these are imposed on people through an administrative way, even
if one time suppressed, it entangles again. Along with this, the domination of imperialist, anarchist, and consumptionist culture let by NGO/INGO. Giving priority to the proletarian culture in to the party and democratic culture to the people. New political power must forge a plan of work to exercise the education of democratic art and literature to the mass level. Neat and clean, rituals should be concretised and solve step by step, and for dialectical materialism we should propagate through a simple way to the level of the people. Any way it is necessary to develop militant, scientific, and natural cultural.

6- The new political power should be workable and responsible to the people. We have taken revolution with the understanding that "without political power all is illusion". Now when we have t political power in the local level it should not be of name only. It should be workable.
The works of political power into the base are more effective and danger also exists within it. In order to develop the state power into the baser areas the party centre has decided to execute the UPRC decisions step by step. In order to change to the real political power the aforesaid points should be taken in account through the viewpoint of ideological, political, cultural, military and organisational way. The others such as food, shelter, cloth, health and education related to basic needs should be solved step by step in a systematic way. While performing these activities of the state power attention should be played on supporting war and solving the problems of the people. Such kind of activities related to the material base and society are more prone to labour than budget. As because there is no possibility to perform model work from all around, we have to centralise force in certain area and success work and expand it. Where there is class struggle, where
there is people's poetical power, there remains a meaning and necessity of material constructions, material solution and incensement in production. Through the mobilisation of local means and resources, incensement in production, construction development of industry, it is necessary to make our people's war and our people self-dependent. Prachand path has guided us to be self-dependent, economic and develop communitive and collective production. Only saying ideological and political cannot do it. The new p[political power should provide material solution under the command of ideology and politics. It is necessary to go attention of the party political power, organisation and people of the base area to make broad collectivisation (in production consumption, financial etc.) through communisation or aiming at to communisation, to development and construction, neat and clean, mass literacy campaign, and construction of model school through the
massive reformation in the school education, neat and clean, production of doctors to solve the public health problem, reconstruction of the construction work wrecked by the enemy and relief collection and distribution, people's court accelerating the speed of work related to public
administration and make it model.

There are a lot of works in he base areas. These are the main responsibilities. If we adhere aiming to transformation by centralising party army, people's power and people's unitedly, we can in reality make it model. We can raise it t the new height linking to the all insurrection. A new Nepal can be an urgent subject, not the far away subject, which is beaming at the horizon that can be seen with our eyes. For this achievement of this great objective, let unite in "massive rectification and speedily expansion"!
