The question persists: is democracy a means to international peace? Indeed, in the light of recent events , one could and does wonder whether democratic governments targeted by terrorists should give priority to a long-term strategy of military action against terrorists? Is this what Kant had in mind when he wrote that a republic "can and ought to demand that its neighboring nation enter into the pacifist union of liberal states "?
