Hoe wordt verwacht dat Arafat en de Palestijnen de Palestijnse Authoriteit hervormen en verkiezingen voorbereiden/houden als Israëlische troepen op Palestijns gebied blijven en de steden en vluchtelingenkampen elk moment opnieuw kunnen binnenvallen en als de Palestijnen die zich verkiesbaar stellen niet de minste garantie hebben dat ze niet door Israëlische troepen zullen geëlimineerd of gevangen genomen worden?
