[ English ] European Social Forum (Florence 6-10 november) |
From the 6th to the 10th of November 2002 the first European
Social Forum (ESF) will be held in Florence, Italy. Around 20.000 people
will gather at Fortezza
da Basso in the center of Florence. The ESF doesn't want to be a "conference",
but the first step towards the European alliance of social movement to improve
social mobilization. ESF Florence is seen as an important mobilization in itself.
The program
consists of 30 conferences,
160 seminars
and 180 workshops
around three main thematic areas : "Globalisation and Liberalism", "War and
Peace" and "Rights, Citizenhip and Democracy". On November 9th several hundred
thousand of people are expected at the European
demonstration against the war on Iraq . The ESF will also host cultural
events (theatre, plastic art exhibitions, music concerts, street art...)
and self-organized
initiatives and spaces, that are not against or outside ESF but want to
express specific identities in the common framework. At the end of the ESF,
Sunday 10th morning, there will be a huge European
Social Movement Assembly. All initiatives about European mobilizations that
will come out from the discussions in the seminars and workshops in Florence
will be presented at the Assembly. At the Assembly there will also be a call
for a European day of Action against war in Iraq, promoting an international
day of mobilization with mass demonstrations all over Europe.

At 7, 8 and 9 November in the morning conferences lasting three hours and a half will take place : the first hour and a half will be devoted to presentations made by three to four speakers, the last two hours to debates organized during the plenary. The evening plenaries will allow organizations of diverse types and from diverse region to exchange on common issues in order to assess a wide variety of issues and concerns.
At least 50 seminars will be organized every day in the beginning of the afternoon to allow us in rooms holding 100 to 300 persons to deepen conferences issues, to build european networking and to strengthen campaigns.
The hundred of workshops will allow all concerns to be dealt with in small groups while cultural events will allow everyone to participate differently still around common issues and concerns.
75 cultural events will take place at Florence and surrounding communes, involving 20 cinematographic performances, 20 theatre presentations, 15 exhibitions, and about 20 musical groups.
self-organized initiatives and spaces
Around the common prepared programme (conferences, seminars, workshops, demo and concert, media center, cultural events, social movement assembly) in Florence many self-organized initiatives will take place, promoted by coalitions and organizations. The result will be a programme made by a combination of in and off initiatives. The self-organized initiatives and spaces are welcome, and the logistic team is already doing its best to find appropriate spaces for them, according to the situation in town and to the general needs. All the self-organized initiative known until now are not against or outside ESF : they want to express specific identities in the common framework. The organizations and coalitions promoting self-organized spaces are asked to make registration to ESF of their delegates and to inform ESF coordination about their programme of initiatives.

9th november : big European demonstration against the war on Iraq
The demonstration will be held in the afternoon of 9th of November. A very big participation is expected, with special trains and coaches coming especially for this event. The whole town of Florence, which is not so big, will be involved in the event. In order to manage the big presence of people, the largest streets of the town will be used. The march will end with a concert. Before the concert, the antiwar call and a very short appeal for improving the European Social Movements alliance will be read in many European language by militants. In the ESF official programme, the march will be presented using the following text, which combine the antiwar priority and the complex platform of social movements : Europe against neoliberism, racism, for social justice and rights is also Europe Against War. Don't attack Iraq Additional antiwar demos will be self-organized by organizations and coalitions during the ESF days (i.e. a demonstration in front of Camp Derby Nato base).
10th november : European Social Movement Assembly
The European Social Movement Assembly will be the first official meeting of all the different European movements who want to create a common space for improving European mobilization against neoliberism, war and racism, for social and universal rights and for democracy. The European Social Movement Assembly is part of the World Social Movements process initiated in Porto Alegre, based on the call approved in the last assembly in Porto Alegre 2002. The Assembly will provide the European Social Movements willing to take part in the process with a common general framework and a common agenda for the next year, identifying common initiatives and listing priorities identified by the different coalitions and networks of issues and subjects.
As in Porto Alegre, the ESF can't approve any final text. For this reason, the Assembly of the European Social Movement on November 10th - where the movements will present and sign their agenda of mobilization- formally is not part of the official programme of ESF. But the link between ESF and the Assembly is much closer than in Porto Alegre, being ESF organized by the social movements : decisions about European mobilizations, campaigns and networking will come out from the discussion in the seminars, workshops, assemblies, meetings in Florence. According to this consideration, the Assembly of the Social Movements will collect, organize and present the proposals that come out from the discussion in Florence. The preparation of the Assembly starts now and will go on during the ESF days, in order to present on Sunday morning, the result of a collective and participatory work. The Assembly will approve two texts :
1. A call against war in Iraq, promoting a European day of action with mass demonstrations all over Europe
2. The call
of the European Social Movements against neoliberism, war and racism, for
social justice, universal rights and democracy, with the agenda of the next
year

Social Européen (ESF) se tiendra en Italie à Florence. Environ 20.000 personnes
convergeront à Fortezza
da Basso situé dans le centre de Florence. Le ESF ne désire pas être compris
en temps que "conférence", mais plutôt comme le premier pas vers une alliance
européenne des mouvements sociaux, ce dans le but d'une mobilisation sociale
en masse, bien que le ESF à Florence soit déjà une mobilisation importante en
elle-même. Le programme
prévoit pas moins de 30 conférences,
160 séminaires
et 180 ateliers
autour de trois branches thématiques importantes: "La globalisation et le libéralisme",
"La guerre et la paix" et "Droits, citoyenneté et démocratie". Ce 9 novembre,
plusieurs centaines de milliers de personnes sont attendues à la manifestation
contre la guerre en Irak. Le ESF comprendra aussi des évènements
culturels (du théâtre, des démonstrations d'art plastique, des concerts,
de l'art de rue,...) et des espaces
et initiatives autogerées, qui ne sont ni contre ou en dehors du
ESF mais qui souhaitent juste profiter de l'occasion pour promouvoir leur identité.
A la fin du Forum Social fixé le dimanche matin, il y aura une énorme Assemblée
des mouvements sociaux ou un compte-rendu sera fait de toutes les initiatives
prisent lors des discussions. Il y sera aussi question de définir un jour d'action
Européen contre la guerre en Irak en prévision d'une mobilisation de masse partout
en Europe.

conférences
Six conférences se tiendront chaque jour, deux par champ thématique
(libéralisme-mondialisation, guerre-paix, démocratie-citoyenneté-droits). Cette
subdivision permettra ainsi de couvrir chacun des aspects du Forum européen.
Pour chaque conférence, 3 ou 4 rapporteur(e)s seront prévu(e)s, leurs allocutions
initiales ne devant pas dépasser 20 minutes. Au termes de ces allocutions, un
débat ouvert sera possible, dans des limites de temps définies, pour permettre
à chacun d'intervenir. Pour toutes les conférences, la traduction simultanée
sera effectuée en 6/8 langues.
séminaires
Les séminaires se dérouleront selon trois axes principaux : approfondissement
des thèmes des conférences, mise en place de réseaux européens, campagnes. C'est
donc l'occasion pour le mouvement d'élaborer des projets communs, des actions
communes, des réflexions communes. Pour cette raison, la priorité sera donnée
aux séminaires organisés par les réseaux européens déjà en place ou par des
« joint-venture » entre groupes et associations. De toute évidence, les séminaires
seront à la charge de leurs organisateurs.
A la différence des séminaires, les ateliers ne sont pas placés sous la responsabilité des organisateurs du Forum social européen. De toute évidence, leur forme et leur contenu devront respecter les principes généraux du FSE, mais ils seront organisés de façon interne et leur nombre dépendra seulement des salles et des structures susceptibles de les accueillir, sans autre forme de filtrage. Pour d'évidentes raisons d'espace, ils se dérouleront probablement à l'extérieur des locaux de la Citadelle. Mais Florence est une ville relativement petite : la traverser n'est pas un problème.

Van 6 tot 10 november vindt in Firenze het Europees
Sociaal Forum (ESF) plaats. Meer dan 20.000 mensen zullen samen komen in
Fortezza
da Basso in het centrum van Firenze. Het ESF wil geen "conferentie" zijn,
maar de eerste stap in de richting van een Europese alliantie van de sociale
beweging die de sociale mobilisatie op Europees vlak moet vooruit helpen. Het
ESF in Firenze wordt beschouwd als een belangrijke mobilisatie op zichzelf.
Het programma
bestaat uit 30 conferenties,
160 seminaries
en 180 workshops,
die allen betrekking hebben op de drie hoofdthema's : "Globalisering en liberalisme",
"Oorlog en vrede" en "Rechten, burgerschap en democratie". Op 9 november
worden meer dan honderdduizend mensen verwacht op de Europese
betoging tegen de oorlog in Irak. Het ESF verwelkomt ook heel wat culturele
activiteiten (theater, plastische kunsten, muziek concerten, straatkunst..).
Ook zullen er een aantal onafhankelijk
georganiseerde initiatieven in de daarvoor beschikbare ruimten plaatsvinden.
Deze initiatieven willen niet ingaan tegen het ESF en er evenmin buiten staan,
maar wensen hun specificiteit uit te drukken in de globale context van het ESF.
Op zondagmorgen 10 november, aan het einde van het ESF, is er een reusachtige
Algemene Vergadering van de Europese Sociale beweging gepland. Alle initiatieven
rond de Europese mobilisatie, die uit de seminaries en de workshops op het ESF
zijn voortgekomen, zullen op die Algemene Vergadering worden voorgesteld. Op
de Algemene Vergadering zal er ook een oproep worden gedaan voor een Europese
actiedag tegen de oorlog in Irak, dit met de bedoeling om overal in Europa een
massamobilisatie op gang te brengen.

Op 7, 8 en 9 november zijn er 's ochtends conferenties die telkens drie en een half uur duren : tijdens het eerste anderhalf uur houden drie tot vier sprekers een uiteenzetting en in de daaropvolgende plenaire zitting volgt een twee uur durend debat.
In het begin van de namiddag zijn er minstens 50 seminaries, waar telkens 100 tot 300 personen kunnen aan deelnemen.Deze seminaries bieden de mogelijkheid om thema's die tijdens de ochtendconferenties werden aangehaald verder uit te diepen, om het Europese netwerk verder uit te bouwen en om de campagnes te versterken. Tijdens de plenaire vergaderingen 's avonds kunnen de verschillende soorten organisaties uit verschillende streken ervaringen uitwisselen over gemeenschappelijke thema's, die daardoor in een breder kader worden geplaatst.
Honderden workshops zorgen er tenslotte voor dat verschillende thema's ook in kleine groepen kunnen worden besproken.
In Firenze en omgeving zullen er tijdens het ESF ook zo'n 75 culturele activiteiten plaatsvinden, waaronder 20 cinema sessies, 20 theatervoorstellingen, 15 tentoonstellingen en ongeveer 20 muzikale optredens.
