Bold Sentinel: North Korea Simulation

"On May 21, CSIS conducted a National Security Council meeting simulation that featured prominent former government officials, as relevant role players, including the President, National Security Advisor, Secretary of State, Secretary of Defense, Director CIA, among many. The players were presented with an unfolding situation dealing with North Korea and a nuclear stand-off."

"The scenario was based on the situation that North Korea has declared its right to defend itself and intelligence indicates that they have begun to reprocess plutonium and restart their reactor. Troop buildups on both sides have heightened tensions. The United States has moved to seek U.N. sanctions against North Korea and has begun planning for a full-scale embargo. Before a U.N. decision can be reached, the North Koreans reaffirm that they consider sanctions an "act of war" and conduct an underground nuclear test. During the course of the simulation, the role players had to work through all aspects of a real-world crisis. They had to develop strategic issues, guidance, courses of action, and decisions in order to ensure, safeguard, and assert U.S. national security interests. The impact and consequences of the exercise deliberations will be fully assessed in order to present strategic lessons learned in support of national security policy implementation."

"In the summer of 2001, a group of senor-level officials, including Governor Frank Keating of Oklahoma, David Gergen, and James Woolsey, participated in an executive level simulation. Dark Winter simulated a U.S. National Security Council meeting in which senior officials were confronted with a smallpox attack on the United States. The exercise illustrated the issues to be addressed in the event of a bioterrorism crisis, including the challenges facing state and local governments, the role and responsiveness of the federal government, and the likely friction spots between federal and state-level responders and responses. Coming as it did before the September 11 terrorist attacks and the subsequent anthrax attacks, Dark Winter generated an enormous amount of interest in both the public policy community and the media. CSIS has briefed Vice President Dick Cheney, National Security Advisor Condoleeza Rice, FEMA Director Joe Allbaugh, over 80 members of Congress, and senior government officials in leaders from approximately 20 ambassadors to the United States, and senior government officials from Asia, Latin America, and Europe. In addition to raising public awareness of the bioterrorism threat, these briefings contributed to the Bush Administration's decision to manufacture 300 million doses of the smallpox vaccine.
