Q. Could you give a brief introduction of the Nepalese People's Progressive Forum, Belgium?
The NPPFB is definitely a common organization of the Nepalese who were forced to get out of their motherland because of the Nepalese reactionary state. It has been persevering to unite and fraternize all patriotic, democratic, leftist and progressive Nepalese those who have been residing in Belgium for the time being or all along. Especially, it has been stressing the essential and historical need of shaping the Nepalese society into a completely democratic and equal state in opposition to communal, lingual, religious, economic, social, cultural, sexual, regional and de jure oppressions and inequalities looming large on account of the feudal social system. It has also been drawing
attention of the benevolent figures, human rights organizations and international communities in the process of unveiling the mask of the so-called democratic Nepalese fascist regime, undoing the disinformation about the on-going People's Liberation Movement and for solution of countless dialectical conflicts existing in the Nepalese society through democratic means or by people. In a nutshell, this organization strongly supports and wishes solidarity for all genuine global movements.
Q. Could you inform our readers about your movement against the scandal mongering weapon deal of the Nepalese government supposed to be vouchsafed from Belgium?
As soon as we came to know about the decision of the weapon delivering through a French language newspaper of Belgium, LA LIBRE in June 2001, we waged a campaign against such appraisal in company with human rights activists, Amnesty International, other human rights
organizations and various political parties and groups. Later the Belgium government was bound to step down from its advancement. It seems the Belgian government decided to send the weapons to Nepal in June this year, but this trick was unveiled only in August. As soon as this information was exposed, we organized activities in protest of the decision of sending weapons. We, therefore, took help of a number of organizations, parties and the means of media: radio, TV and journals to highlight the curtailment of human and democratic rights by the cruel feudal state of the Nepalese people exactly analogous to the situation of extremely hard lifestyle in Europe 300 years ago. Stressing the importance of not delivering weapons at any cost, we pointed out the gradual aggression of the feudal state in succession of the Palace Massacre, the state of emergency, mobilization of the royal army and dissolution of the Parliament dragging the nation backward to the medieval barbarian age. We exhibited a forceful demonstration on August 28. A large mass opinion was put up all over Belgium against sending weapons to Nepal. As a result, a large gap of bridge emerged among the allied Parties in power. The Belgium government had to undergoing crisis because of the wrong decision regarding delivery weapons, when the Deputy Prime minister, Mrs. Magda, who belonged to the Green Party resigned. The very next day, on the 29th, we distributed an open letter to the bona fide Belgian citizens and the Parliamentarians in order to come up with an opinion contrary to the weapon deal. The very day there was a debate about the weapons in the Parliament, and we managed to gate into the Parliament to flash the rumour spread by the Nepalese regime out in its real terms with the help of Members of Parliament and the live radio programme for the condemnation of such mean manipulation on the part of the Nepalese authority. In case, the Belgian government did not withdraw this decision, we announced that we would file a writ in the higher court of Belgium. Finally, the Belgian government offered all parties verbal assurance on account of the heightened uproar of the members of the Parliament and to carry on with their government that the weapons would be given only to the supposedly elected government following the election in November after receiving reports about the human rights situation in Nepal through a team of experts provided that these weapons would be utilised not in violation of human rights. Utilising the advantage of the situation at a time when the Deputy Prime minister resigned, the government had to regain its vote of confidence on 31 August, we distributed the pamphlets to the present members and people in general stating that ´´the weapons should be delivered neither now, nor in December and never``. On September 5, we filed a writ in a higher administrative court of Belgium to withdraw the wrong decision of sending weapons, and have ever since alertly campaigning and we are getting warm cooperation from the progressive parties and organizations.
Q. We heard that they are again ready to deliver weapons. Have you decided to launch any activity against such a move?
The Belgian government in alliance with the other Parties in power at the moment decided that the weapons would be supplied only if the human rights were not violated to an elected government a month later in December. Some parties in coalition and the opposition parties developed an opinion after the incidence of October 4 that the above-mentioned governmental decision had to be withdrawn. But the main alliance of the government, Liberal Democratic Party, the Prime Minister and the Foreign Minister were not ready to withdraw the decision. Formally they are saying that the order for the deal might be turned down if the elections are not held in time. At the moment, there is no such move for the deal officially but they are trying to find a way to hoodwink the democratic and progressive forces of Belgium for their intention in any mean to deliver and we are cautiously monitoring the situation.
We have been continuously waging campaign against the decision of selling weapons. For instance, we attended a gathering of the workers manufacturing weapons at the National Fabric, local residents, the representatives of the municipality, doctors, lawyers, journalists and intellectuals on October 4. In the meeting we exposed rumours about the Nepalese Liberation Movement and inform them about the barbaric mediaeval situation in Nepal. We also clarified the need of people's armed struggle against armed suppression in order to achieve rights to model their own destiny. The mass discovered that it was people's movement and not acts of terrorism as aired by the Belgian government following the explicit answers to their interrogation. Similar campaigns are also being conducted amidst university students, other parties and social organizations. No conscientious and honour bound Nepalese will tolerate the delivery of weapons for massacre of the relatives, friends, villagers and the innocent citizens, and for such undue suppression we, all Nepalese of Belgium, will definitely carry out struggles as per needs.
Q. What all disadvantages have you come across whole working in favour of the Nepalese residing in Belgium?
There have been physical and psychological interference by the vigilantes mobilized by the mediators of the Nepalese reactionary government and Brussels based Nepalese Embassy. It is usual to meet hurdles when working for the Nepalese Movement from within an imperialistic nation at a time while the Imperialists are intervening the Nepalese struggle. Though displaced from one's own country abroad, I feel proud at the opportunity of serving, however least, the cause of the Nepalese people and the decisive liberation movement with continuity of the ideological insight.
Q. What information and reaction have you received from the Europeans about the Nepalese and the People's War?
In fact, most of the Europeans have been conceptually perverted by the imperialistic culture.
There is a group which gets provoked at the hearing of the very word ´war`. Nor do they try to comprehend why and what for the war is. Besides, there is another conscious class out of which some have been able to receive information true to facts about Nepal. The latter group has shown keen interest and curiosity. From among them, some have made contact with us to quench their thirst. When they know about the current affairs of Nepal through us, they feel the situation analogous to fairy tales. They are gradually getting encouraged to study further and investigate the condition. The disinformation caused by the imperialists is dispelling wherever the articles of genuine information have reached and the campaigns about the current Nepalese situations have been convened. With expression of solidarity in favour of the liberation movement contrary to the Nepalese feudalism, compliments of success are being conveyed. We believe that if we can facilitate the factual information in a large scale, a huge majority of the Europeans will stand for the Nepalese Liberation Movement. At present, the number of people here understanding the Nepalese People's War as the People's Liberation Movement against feudalism is fast increasing.
Q. How is your relationship with the other organizations in Europe?
Our Forum has activity-based unity with most of the anti-imperialist organizations and pro-leftist groups.
Q. How have you planned your ensuing task?
First of all, to severely condemn the pre-planned disinformation given away by the imperialists and their mediators against the Nepalese and the People's Liberation Movement and to implement the human rights assured by the United Nation by facilitating access to the actual
information in favour of the people. Secondly, to unite with the anti-imperialistic forces since imperialism stands in opposition to people who wish liberation all over the world and especially against the Nepalese People who wish for freedom. And to wages struggles so far as possible. Thirdly, to initiate a widespread and thoughtful debate for the inevitability of the end of the medieval feudalism and the importance of the revolutionary historical essence to introduce a new type of capitalism in the twenty-first century. Mainly, our activities will be formulated under these categories.
Q. How do you evaluate the present situation of the country? What should we do to lead the country towards progress from this dismal situation?
Based on the study of various topics, the Communist Party of Nepal (Maoist) and the current analysis of the Party President honourable Com.Prachand, we the Nepalese who are residing in Belgium completely agree with. And I believe no aware and dignified Nepali has any room to
discard this analysis. This is the final and decisive moment between the repressive forces that is dragging the nation towards the barbaric medieval labyrinth with the help of the world imperialism and reactionary forces on the one hand, and the progressive force to lead the democratic state in the twenty-first century on the other. History will never forget to disgrace those who try to create impediments in progression during such decisive hours. For the progress of the Nation, the foul-smelling feudalistic corpse, which is decaying in several parts, needs to be cremated as soon as possible to introduce the New Democracy in the twenty-first century.
Q. Would you inform us about the worldwide and especially the European activities for struggle?
First of all, we wish to thank ´number one terrorist Gorge W. Bush` as everybody says so for his tendency of barbaric massacre even the passive and dormant people are fully aware of the situation. And the anti-imperialist movement is growing like cyclone around the world. We
wish him not to realise the truth until he has a downfall. Such a situation has arisen today in the world that whoever and whenever calls for an anti-imperialist movement hundreds of thousands of people throng in the path for protest against imperialism booing their disgust and wrath.
The recent enraged mass demonstration against imperialism in London with five hundred thousand people, four hundred thousand people in Italy, the United States, Berlin, the Netherlands, Belgium including other European nations proofs that the extreme gap of contradictions is growing larger and larger between imperialism on the one hand and oppressed nations and people on the other. But this protest has not yet fully become systematic and disciplined due to lack of progressive awareness. The barriers of religious slogans of particular groups have resulted into religious fanaticism and even lack of bare minimum rational judgement. A well aware group feels that there is a dire need of effective and revolutionary leadership in a disciplined and scientific way in order to liberate the oppressed nations and people from imperialism considering the traits of all movements around the world.
Q. In conclusion, would you like to add something up?
At first, I would like to express my heart-felt greetings to this weekly news paper of yours which has brought out the information up to facts to the readers like us against the false news and disinformation disseminated by the reactionaries and imperialists. It would further have been
better if you could publish such insertions in English version so that you could fulfil the sharp queries of hundreds of thousands of conscious readers all over the world in course of accomplishing greater historical undertaking. Finally, we, the Nepalese from Belgium, wish to reassure our vigil historical responsibility with all those honoured and conscientious Nepalese residing every nook and corner of the world come to the forefront to displace three centuries old medieval and barbaric feudalism, to innovate a system to decide one's own destiny and to back up this new vision till the final and decisive moment for its nurture and protection. And a lot of thanks for giving us this opportunity by highlighting a part of the activities of our Forum through your newspaper .
